Though Wyoming doesn’t currently offer state-funded EV rebates, local utility programs provide incentives to help lower the cost of installing an EV charger at home and offer discounted EV charging rates.

5 utilities in Wyoming currently offer EV charger rebates ranging from $250 to over $1,000:

Black Hills Power & Light EV Charger Rebates

Black Hills Power & Light serves Weston and Laramie Counties and offers rebates in both areas. As a residential customer, you can receive up to $500 toward your Level 2 EV charger if you install a specific make and model selected by the utility.

You can get the same $500 rebate as a business customer of the utility.

Carbon Power & Light EV Charger Rebates

Carbon Power & Light will cover half of a Level 2 charger or $250, depending on which one is greater. This incentive is available to individuals and businesses.

Business customers can claim additional rebates on DC fast chargers, which range from $1,000 to $7,500, depending on the charger’s capacity.

High West Energy EV Charger Rebates

High West Energy has rebates on EV chargers for homeowners and businesses. As a homeowner, you can get up to $250 evenly split between the cost of installation and the cost of a Level 2 charger if you choose a non-connected model. This rebate increases to up to $1,000 if you get a connected model.

Businesses can claim a rebate of up to $1,000 or half of the cost of a Level 2 charging project. High West Energy will give you $3,000 to $7,500 if you’re planning for a DC fast charging station, depending on the charger’s capacity.

Niobrara Rural Electric Association EV Charger Rebates

If you’re a Niobrara Rural Electric Association residential customer, you can get a $250 rebate toward a non-connected Level 2 charger or $1,000 for a connected model. Keep in mind that the cap is 50% of the total EV charger installation cost, split between the charger and the installation cost.

Up to $1,000 can be rebated for business customers, with a cap at half the cost of a Level 2 charger. The utility offers incentives of $3,000 to $7,500 for DC fast chargers based on charging capacity.

Wyrulec Company EV Charger Rebates

Wyrulec will cover $250 for a non-connected Level 2 charger and up to $1,000 for a connected model. The total amount of the rebate can’t exceed half of the total cost, evenly split between the charger itself and the installation cost.

The Wyrulec Company offers a similar program for businesses, with rebates of $1,000 or less for Level 2 chargers. You can also get help for DC Fast charging projects, with rebates that go from $3,000 to $7,500.

Wyoming EV Charger Tax Credits

Wyoming does not have a state-wide tax credit for EV chargers, but residents may qualify for the Alternative Fuel Vehicle Refueling Property Credit which is a federal tax credit worth up to $1,000 to offset costs related to installing an EV charger at home.

Additionally, businesses may qualify for the 30C tax credit, worth up to $100,000 per installed EV charging port and available until June 30, 2026.

EV Charging Rates in Wyoming

To further help EV owners reduce charging costs by encouraging off-peak charging, some utilities in Wyoming offer time-of-use (TOU) electricity rates designed to lower the cost of charging EVs.

These TOU plans incentivize vehicle charging during off-peak hours, making EV ownership more affordable.

High Plains Power

High Plains Power’s optional time-of-use rate divides the day into two periods. You’ll pay $0.18 per kWh from 4 p.m. to 9 p.m. and $0.08 per kWh outside of these hours.

Niobrara Rural Electric Association

This utility has a seasonal time-of-use rate effective from October through the end of March. During these months, you’ll pay the on-peak rate of $0.15 per kWh from 5:30 a.m. to 12 p.m. and again from 4:30 p.m. to 10:30 p.m. Outside of these hours, you’ll benefit from the off-peak rate of $0.05 per kWh.

Powder River Energy Corporation

The Powder River Energy Corporation offers two optional time-based rates. The first one is a time-of-use plan with a seasonal schedule. From June through September, you’ll pay $0.06 per kWh between 9 p.m. and 10 a.m. and $0.11 during the day. Between October and May, you’ll get this off-peak rate from 10 a.m. to 4 p.m. and again from 9 p.m. to 5 a.m.

The second plan is a time-of-day rate, with an on-peak rate of $0.10 per kWh and off-peak pricing of $0.06 per kWh in effect between September and May. From June through August, you’ll pay a flat rate of $0.09 per kWh around the clock. You’ll have to contact the utility for a more detailed schedule.

Public EV Charging Stations in Wyoming

Wyoming is adding EV charging options along major highways and national and state parks. Several cities are also investing in public EV charging, and private businesses, especially in the hospitality industry, are increasingly offering charging as a perk.

How Many Public EV Charging Stations Are in Wyoming?

As of October 2025, Wyoming has over more than 100 public EV charging stations including over 70 Level 2 and 43 DC fast stations. There are 12 Tesla Supercharger stations and 80 Tesla Supercharger ports in Wyoming.

You’ll also find the Ford BlueOval network in Wyoming, with around 10 locations in the Laramie area.

How Much Do Public EV Charging Stations Cost in Wyoming?

It varies based on the network you use. Each network has its own pricing model, and charging rates can vary from one location to another. For instance, the EV charger at the Copperline Lodge on West Rochester Avenue in Saratoga requires a flat $10 payment. In contrast, the EV chargers on the University of Wyoming campus in Laramie cost $0.50 per kWh.

Yes, Yellowstone has a total of nine free EV charging stations. You can find free EV charging at other locations throughout Wyoming, such as the Lunavi data center on Progress Circle in Cheyenne.

Battery Storage

The 25D Residential Clean Energy Tax Credit provides a 30% federal tax credit on the cost of new battery storage systems size 3kWh and larger.

Electrical Panels

The 25C Energy Efficient Home Improvement Tax Credit provides a federal tax credit for electrical panel upgrades needed to complete electrification projects like heat pumps and heat pump water heaters (up to 30% of project costs, capped at $600). The 25C tax credit can be used by renters, and homeowners making upgrades to their primary or secondary home.

Qualifying electrical panels must meet the standards of the National Electric Code (NEC) and have a capacity of 200 Amps or more. This means that your new/upgraded panel must be able to serve a load of at least 200 Amps, but you don’t need 200 Amps of incoming utility service. Smart panels may qualify if they allow you to serve a load of 200 Amps.

If you’re claiming 25D for a residential solar or battery storage project and the installation required you to upgrade your main panel, you may be able to apply 25D to electrical panel costs as well.

Heat Pumps & Heat Pump Water Heaters

The 25C Energy Efficient Home Improvement Tax Credit also applies to heat pumps and heat pump water heaters. A 30% federal tax credit is available (capped at $2,000 dollars). Eligible technologies must meet certain energy efficiency requirements.

Solar Panels

The 25D Residential Clean Energy Tax Credit also provides a 30% federal tax credit on the cost of photovoltaic (PV) solar panel systems.
