Wisconsin Electric Vehicle Rebates, Tax Credits and EV Incentives

In this guide, we explore Wisconsin’s EV tax credits, rebates, and incentives, highlighting how these initiatives can help residents make the switch to sustainable transportation.

Wisconsin EV Rebates

Wisconsin does not currently offer a state-level EV rebate.

Wisconsin EV Tax Credits

Wisconsin does not have a state-wide EV tax credit, but residents may qualify for federal EV tax credits like the $7,500 clean vehicle tax credit for new vehicles, or the $4,000 used clean vehicle tax credit. Income restrictions as well as battery component and critical mineral restrictions may apply. Be sure to speak to a qualified CPA or tax professional to check your eligibility.

Additionally, the Alternative Fuel Vehicle Refueling Property Credit provides a federal tax credit up to $1,000 to offset costs related to installing an EV charger at home. Businesses can claim EV charger tax credits worth up to $100,000.

To ensure a safe, efficient, and code-compliant installation, it’s essential to work with a qualified EV charger installer.

A trusted professional can assess your home’s electrical capacity, and recommend the right charger based on the charger amperage you actually need, in addition to handling any necessary upgrades in your home for a seamless integration.

Wisconsin EV Charger Rebates

Charging your EV at home is both affordable and convenient. To achieve the best charging speed with your residential electrical infrastructure, it is essential to install a Level 2 EV charger with the help of a qualified EV charger installation professional.

Seven utility providers in Wisconsin offer EV charger rebates, with average an rebate amount of $400 dollars:

Chippewa Valley Electric Cooperative (CVEC) EV Charger Rebates

Chippewa Valley Electric Cooperative (CVEC) offers a $400 rebate for customers who purchase and install a Level 2 EV charging station. To qualify, customers must submit the required documentation within three months of purchase.

Madison Gas and Electric’s (MGE) Charge@Home program provides residential customers with a Level 2 EV charger installed at their primary residence for a monthly fee of approximately $20, in addition to the cost of electricity used. This program eliminates upfront installation costs and includes maintenance of the charging station.

Pierce Pepin Cooperative Services (PPCS) EV Charger Rebates

Pierce Pepin Cooperative Services (PPCS) offers residential customers rebates ranging from $400 to $800 for the installation of a Level 2 EV charging station. To qualify, the charging station must be connected to PPCS’s load management system.

Riverland Energy Cooperative EV Charger Rebates

Riverland Energy Cooperative offers rebates for the installation of Level 2 electric vehicle charging stations. Members can receive a $400 rebate for a Level 2 charger connected to the cooperative’s load control system, or an $800 rebate for a smart charger with integrated metering.

Xcel Energy EV Charger Rebates

Xcel Energy offers a rebate of up to $500 for customers who install a Level 2 electric vehicle charger at their primary residence. This rebate is also part of Xcel Energy’s Home Wiring Rebate Program, which assists customers with the costs of installing the necessary wiring and purchasing an eligible EV charger.

Additionally, income-qualified customers of the utility may be eligible for an enhanced rebate of up to $1,300, depending on their income level.

EV Charging Rates in Wisconsin

To further help EV owners reduce charging costs by encouraging off-peak charging, utilities in Wisconsin offer time-of-use (TOU) electricity rates designed to lower the cost of charging EVs.

These TOU plans incentivize vehicle charging during off-peak hours, making EV ownership more affordable.

We Energies TOU Rates

We Energies offers a residential TOU pricing plan that allows EV owners to take advantage of lower electricity rates during off-peak periods.

On-peak periods can be selected from several options, including 7 a.m. to 7 p.m., 8 a.m. to 8 p.m., or 9 a.m. to 9 p.m., with off-peak hours covering all other times. On-peak rates are $0.30 per kWh, while off-peak rates are reduced to $0.04 per kWh.

Wisconsin Public Service (WPS) EV Charging Rates

Wisconsin Public Service (WPS) has a Residential EV Charger Pilot Program specifically tailored for EV owners. This program provides a three-part TOU rate for EV charger loads while keeping the rest of the household’s electricity usage under the standard rate.

During winter (October to April), on-peak hours are from 4 p.m. to 8 p.m., while summer (May to September) on-peak hours are from 1 p.m. to 7 p.m., with a rate of $0.30 per kWh. Mid-peak hours in winter occur from 7 a.m. to 4 p.m. and from 8 p.m. to 10 p.m., while in summer, they are from 7 a.m. to 1 p.m. and from 7 p.m. to 10 p.m., with a rate of $0.13 per kWh.

Off-peak hours, which are consistent year-round, are from 10 p.m. to 7 a.m., with a significantly reduced rate of $0.08 per kWh. Additionally, weekends and holidays are classified as off-peak times, providing further opportunities for savings.

Home Electrification Incentives in Wisconsin

Combining EV ownership with other electrification projects, such as upgrading your home with solar panels & battery storage, or investing in a heat pump, will help you save even more while reducing your environmental impact.

You may qualify for home electrification incentives through your local electricity provider in addition to the U.S. federal government. Scroll down to read tax credit and incentive details for specific home electrification technologies.

Battery Storage

The 25D Residential Clean Energy Tax Credit provides a 30% federal tax credit on the cost of new battery storage systems size 3kWh and larger.

Electrical Panels

The 25C Energy Efficient Home Improvement Tax Credit provides a federal tax credit for electrical panel upgrades needed to complete electrification projects like heat pumps and heat pump water heaters (up to 30% of project costs, capped at $600). The 25C tax credit can be used by renters, and homeowners making upgrades to their primary or secondary home.

Qualifying electrical panels must meet the standards of the National Electric Code (NEC) and have a capacity of 200 Amps or more. This means that your new/upgraded panel must be able to serve a load of at least 200 Amps, but you don’t need 200 Amps of incoming utility service. Smart panels may qualify if they allow you to serve a load of 200 Amps.

If you’re claiming 25D for a residential solar or battery storage project and the installation required you to upgrade your main panel, you may be able to apply 25D to electrical panel costs as well.

Heat Pumps & Heat Pump Water Heaters

The 25C Energy Efficient Home Improvement Tax Credit also applies to heat pumps and heat pump water heaters. A 30% federal tax credit is available (capped at $2,000 dollars). Eligible technologies must meet certain energy efficiency requirements.

Solar Panels

The 25D Residential Clean Energy Tax Credit also provides a 30% federal tax credit on the cost of photovoltaic (PV) solar panel systems.
