Delaware Electric Vehicle Tax Credits, Rebates, and Charging Incentives

Delaware’s Climate Action Plan is a groundbreaking and essential project aiming for net-zero emissions by 2050. To bring this initiative to life, several state agencies are working together to modernize the state’s transportation sector and drive lasting change.

As a result, Delaware’s statewide network of electric vehicle (EV) charging stations is expanding rapidly, generous state rebate programs are making EVs more affordable, and adoption is becoming easier and more accessible for residents across the state.

Delaware EV Rebates and EV Charging Incentives

Delaware is funding statewide programs to support its goal of being a net-zero state by 2050.

Delaware Clean Vehicle Rebate Program

Delaware is helping to make EV adoption more affordable by issuing rebates on new and used EVs as well as plug-in hybrid electric vehicles (PHEVs). You can either claim the Delaware Clean Vehicle Rebate Program and redeem the rebate at the time of purchase or submit your rebate application online within 90 days.

The amount of this Delaware EV rebate varies depending on a few different factors. You can receive a $2,500 rebate for new EVs with an MSRP under $40,000, while vehicles priced between $40,000 and $50,000 qualify for $1,500—and those over $50,000 aren’t eligible.

If you purchase a new PHEV, you’ll qualify for a $1,000 rebate as long as the MSRP is less than $50,000.

Used vehicles under $40,000 also qualify for a rebate of $2,500 for a used EV and $1,000 for a used PHEV.

With $3.96 million worth of rebates already used, this program has helped put more than 1,655 EVs and PHEVs on the roads, significantly contributing to the state’s goal to achieve net-zero emissions by 2050.

Delaware businesses are also eligible for this EV rebate when purchasing or leasing EVs or PHEVs.

Energize Delaware EV Charger Rebate

Energize Delaware is also helping residents save on EV charging by issuing rebates on at-home Level 2 chargers. Customers can claim this rebate after having a qualified EV installer hardwire a charger in your home. You should note that portable chargers aren’t eligible for this rebate.

You’ll get up to 50% of the total project cost, but if you meet some income requirements, you might qualify for a cash rebate of up to 90%!

This program is set to end on June 30th, 2025, so make sure to plan your at-home EV charging project soon to take advantage of these savings.

Electric Vehicle Charging Equipment Rebate Program (Commercial and Multifamily)

This EV charging rebate targets public and commercial charging projects, totaling $1 million in funding available on a first-come, first-served basis.

The rebate amount is 60% of the total cost for workplace, fleet, and public EV charging. Government buildings and facilities used by non-profits can get up to 80%. You can claim a rebate of up to $2,500 per single-port charger or $5,000 per dual-port charger, covering up to 10 ports.

The rebate also supports multifamily EV charging projects, with up to $3,500 for a single port and $7,000 per dual charger.

Most properties can get up to 75% of the cost of the charger and up to 60% to help cover installation costs. If you own or manage a multifamily property in a priority area, the rebate will cover up to 90% of the charger and 80% of installation costs. It is important to note that only apartments and condos with four or more units can qualify.

Federal Tax Credits

You can save even more on EV adoption by stacking these Delaware incentives with federal tax credits.

When it is time to pay your taxes, you can claim a nonrefundable income credit of up to $7,500 if you bought an EV, as long as you meet some income requirements and pick an eligible vehicle.

If you installed an EV charger in your home, you’re also eligible for a federal tax credit of up to $1,000 or 30% of the cost.

Businesses can claim these credits for fleet EVs and commercial charging infrastructure, with a credit of 6-30%.

Delaware Utility EV Charger Rebate Programs

Some Delaware utilities have incentives you can stack with the programs available at the state level to maximize your savings.

Delmarva Power

With a service area of 5,400 square miles between Delaware and eastern Maryland, Delmarva Power, the largest electricity provider in the state, is helping many residents save on their Level 2 EV charger purchase.

Residential Rebates

As a Delmarva Power customer, you can get a $300 rebate for registering your EV with the utility and installing a smart Level 2 charger.

Business Incentives

If you’re a business customer of Delmarva Power, you’re also eligible for a $300 rebate if you install a Level 2 charger.

NRG Energy

NRG Energy is an electricity supplier that works with Delmarva Power to deliver energy at competitive rates in Delaware.

Residential Incentives

With professional installation by a qualified installer, you can receive a free EV charger through NRG Energy, which also enrolls you in the utility’s EV Charger Plan.

EV Charging Rates in Delaware

Delaware residents can choose their electricity provider, and many of these companies offer time-of-use rates that make EV charging more affordable during select hours.

Delaware Electric Cooperative

If you sign up for Delaware Electric Cooperative’s time-of-use plan you can pay as little as $0.02 per kWh during off-peak hours. Outside of these hours, you will pay an on-peak rate of $0.41 per kWh in the summer lasting from 3 p.m. to 6 p.m. and $0.16 per kWh in the winter from 6 a.m. to 8 a.m. and again from 5 p.m. to 9 p.m.

In addition, EV owners can sign up for Beat the Peak alerts, which the utility will issue on hot days when energy usage goes up. You’ll get $25 just for signing up and potentially receive $5 monthly if you avoid charging your EV during these alerts.

Delmarva Power

Delmarva Power offers an optional time-of-use rate where you’ll pay $0.14 per kWh at all times except from 12 p.m. to 8 p.m., when you’ll pay $0.25 per kWh.

NRG Energy

If you take advantage of NRG Energy’s Delaware EV rebate and claim your free charger, the utility will enroll you into its EV Power Charger Plan. This plan comes with a fixed rate based on your zip code.

You can also enroll in a time-of-use plan with a lower rate between 10 p.m. and 7 a.m., with a rate also based on zip code.

Public EV Charging Stations in Delaware

Delaware is actively growing its public EV charging infrastructure to help make EV charging more accessible to its residents. As part of its energy plan, the state is currently focusing on highways, disadvantaged communities, and multifamily properties.

How Many Public EV Charging Stations Are in Delaware?

There are more than 260 EV charging locations in Delaware, with over 750 ports. The state’s Level 2 charging infrastructure accounts for over 200 of these locations and more than 460 ports and the state’s DC Fast chargers represent more than 60 locations and 280 ports.

Delaware currently has 20 Telsa Supercharger locations with more than 180 ports. The Ford BlueOval network also has a strong presence in the state, with more than 40 options within 20 miles of Dover.

How Much Does Public EV Charging Cost in Delaware?

The cost of public EV charging is very affordable, with prices can vary based on the network and location you pick.

For instance, charging at the Brandywine Hundred Library in Wilmington costs $0.15 per kWh while the public EV charger located on the municipal parking lot in Elkton, has a rate of $0.17 per kWh.

Is There Free EV Charging in Delaware?

Yes, some free charging options are available, such as the Visitor Center at Christiana Hospital in Ferguson and the Delaware Welcome Center and Travel Plaza in Newark.

Where Are EV Chargers Located in Delaware?

You’ll find more charging options near major highways and in large cities like Dover, Wilmington, or Middleton. Your local Wawa and Royal Farms locations are also worth checking since these franchises are actively developing their own EV charging infrastructure.
