ComEd's EV Charger Rebate Helps You Save on EV Charging Costs in Illinois

As Illinois’ largest electric utility, Commonwealth Edison (ComEd) powers 70% of the state!

If you’re among the four million utility customers who reside in ComEd’s service area, you have the opportunity to receive significant savings on upgrading your home by installing an electric vehicle (EV) charger.

Are you considering going electric? Here’s all you need to know about the ComEd EV charger rebate.

Understanding the ComEd EV Charger Rebate: Key Facts

ComEd currently offers two electrification rebates designed to make EV charging more accessible and affordable and help you save on a Level 2 EV charger.

One is an income-based rebate program, which applies to charger purchases made on or after February 1, 2024,

The second incentive is a universal rebate open to all ComEd customers who purchase an EV charger on or after January 1, 2025.

Here’s a closer look at both of these rebate programs:

ComEd’s Income-Based EV Charger Rebate Program Low Income/Equity Investment Eligible Community (LI/EIEC) EV Charger Rebate

Through the Low Income/Equity Investment Eligible Community (LI/EIEC rebate) ComEd EV rebate program, eligible customers can receive a rebate of up to $3,750 for the purchase and installation of a Level 2 EV charger.

There are two ways to qualify:

Income-based eligibility: Customers with households earning 80% or less of the state’s median income qualify. For a single-income household, this threshold is currently $57,650, while for a two-person household, it’s $65,850. (Income limits are higher for larger households—check the latest income requirements here).

Location-based eligibility: Residents of an Equity Investment Eligible Community, or EIEC (as defined by ComEd), can also take advantage of the full rebate. You can check your eligibility using ComEd’s designated map.

ComEd’s Universal EV Charger Rebate

If you don’t meet income or location requirements, you can still access ComEd’s standard EV charger rebate of up to $1,000 on a qualifying Level 2 charger.

Additional Key Requirements & Installation Considerations

Both rebates are intended to cover the costs, either in part or in full, associated with purchasing and installing a qualifying Level 2 EV charger. This includes the cost of the charger itself in addition to hiring a qualified EV charger installer to provide labor, and any required parts or components such as conduits, cables, fasteners, and—if necessary—even a new electrical panel.

It’s important to note that not every electrician or electrical contractor is able to install your EV charger and not every charger is eligible for these rebates.

In order to qualify for the rebate:

  • Your charger must be Energy Star certified and NRTL-listed.
  • The charger can be a plug-in or hardwired charger but must be a smart charger.
  • Installation must be completed by a certified Electric Vehicle Charging Station Installer recognized by the Illinois Commerce Commission.
  • You must enroll in one of ComEd’s three approved EV charging rate plans.

ComEd EV Charging Rates

As stated above, to maximize savings and qualify for ComEd’s EV charger rebates, you must choose one of the following rate plans:

ComEd’s Hourly Pricing Rate

This optional program is available to all ComEd customers and, according to ComEd, helps you save money by shifting your energy use away from peak times.

Through this plan, ComEd adjusts kWh pricing based on real-time demand, with prices fluctuating based on five-minute periods but usually remaining stable outside of peak hours.

Charging during off-peak hours—such as overnight—can lead to substantial savings, with some periods even offering negative pricing, where customers receive bill credits for energy use.

You can see the current pricing here. For tech-savvy users, ComEd offers automation with tools like IFTTT so you can manage your energy usage automatically based on real-time pricing.

Residential Optimized Charging Pilot

The next ComEd electrical rate is a recently launched a pilot program with limited spots.

This limited-time pilot program provides customers with a $50 enrollment incentive and an additional $50 bonus after 32 weeks, however, this offer is currently set to end in September 2025 so you’ll need to act fast.

Once you enroll, ComEd will collect your EV charging data and adjust your charging schedule remotely based on demand. The goal is to assess the impact of EV charging on the utility’s infrastructure while also making your EV charging more effective and helping to stabilize the grid.

You can join the pilot program while also enrolling in the utility’s Hourly Pricing Rate program. This means that the utility will manage your charging to ensure you make the most of low prices.

If you prefer not to sign up for the Hourly Pricing Rate program, you can also choose to pay the standard rate of $0.06 per kWh.

Time-Variant Supply Rate

Your third option is to select an Alternative Retail Electric Supplier (ARES) offering a time-based rate plan.

While you’ll still receive your energy through the ComEd power infrastructure, a third-party will handle the energy supply and bill you according to their own rate plans.

Does ComEd Offer EV Charger Rebates for Businesses?

While ComEd currently doesn’t offer any commercial EV charger rebates, small businesses may still qualify for a free energy assessment and receive customized incentives covering up to 20% of an energy efficiency project, with a cap of $20,000.
